Wastewater Engineering
Whitemarsh Water Pollution Control Center

CEC upgraded the Whitemarsh Township Authority Water Pollution Control Center to handle wastewater flows exceeding six million gallons per day. Originally based on 1950s technology, the plant was modernized to automatically switch to high-flow storm mode during wet weather. Improvements included new bar screening and grit removal facilities, plus a safer transition from gas chlorination and dechlorination to a liquid process. CEC managed the full project, including process design, site engineering, approvals, construction documents, bidding, and construction contract administration for the Authority.

General Hancock Water Tower

The North Wales Water Authority has completed the construction of a 4.1-million-gallon elevated water storage tank in Montgomery Township, PA. This tank is one of the largest fluted column elevated steel water storage tanks in the US, standing at 175 feet in height and 135 feet in diameter. This tank is of the same design and capacity as another NWWA Tank. CEC completed all the site engineering, obtained necessary approvals, prepared contract documents, facilitated bidding, and administered the construction contract on behalf of NWWA. The entire construction process spanned 3 years.
Neshaminy Tank No. 1 Refurbishment

Neshaminy Tank No. 1 is a 51-foot-diameter, 135-foot-high elevated water tank with a 2-million-gallon storage capacity. Originally installed in 1971 and last seal-coated in 1993, the tank underwent a full stripping and recoating in 2017. CEC prepared the bid documents, provided inspection services, and handled contract administration throughout the rehabilitation. The work also required coordination with multiple cellular carriers operating on the structure, including the design and planning of a dedicated corral system for reinstalling their equipment. The result is a fully restored, structurally protected tank ready for long-term service.

Pump Station Lane Road Reconstruction

Pump Station Lane, a 575-foot gravel roadway leading to the Borough’s pump station in South Coatesville, Chester County, had deteriorated to the point where it was unsafe for maintenance vehicles. Carroll Engineering Corporation designed the reconstruction of the roadway to meet driveway standards, providing surveying, paving design, bid documents, and construction oversight. The new paved access road improves safety, durability, and reliability for vehicles traveling to this critical municipal facility.
Bolmar Street Culvert Replacement

West Goshen Township, Chester County, PA
Bolmar Street, between E. Nields Street and Autopark Boulevard, carried heavy truck traffic from nearby commercial facilities, yet the crossing relied on a deteriorated 54-inch riveted steel boiler that had been improvised as a culvert. The structure was undersized, prone to clogging, and presented ongoing maintenance concerns. Carroll Engineering Corporation designed and oversaw the replacement with twin 58” x 91” elliptical concrete pipes and cast-in-place endwalls, while also relocating utilities including a 12-inch water main and a sanitary sewer line. The project improved pedestrian safety by realigning the angled crosswalk to a perpendicular crossing, relocating flashing warning devices, and adding guide rails. To complete the work safely, Bolmar Street was temporarily closed and detoured, resulting in a more durable and safer crossing for both vehicles and pedestrians.
Lower Nike Park

CEC designed Lower Nike Park as a versatile recreation space adjoining IPW Park, giving residents a wide mix of activities in one connected area. The park features sand volleyball courts, basketball facilities, a roller hockey rink, and a playground with an adjacent picnic pavilion. The roller rink doubles as an ice-skating surface in the winter, adding year-round value to the community. The result is a flexible, family-friendly park that supports active recreation and seasonal programming for Warrington Township.

Phoenixville Luxor Luxury Apartment Complex

Carroll Engineering Corporation transformed a former warehouse site in Phoenixville into a 205-unit luxury apartment community featuring a swimming pool, underground parking garage, surface parking, and an above-ground stormwater facility. The project also addressed significant environmental challenges, including contaminated soils and groundwater concerns, by containing pollutants and ensuring the long-term safety of the site for the Borough and surrounding residents.
Camp Jotoni Site Redevelopment and Improvements

Carroll Engineering provided site improvements for the Arc of Somerset County’s camp, addressing challenges posed by steep slopes along the mountainside. The project added parking, improved vehicular circulation, upgraded stormwater management, and introduced new landscaping, lighting, utilities, and accessible walkways. Special attention was given to designing compliant accessible routes throughout the site. The work, led by Carroll Engineering’s Hillsborough, NJ office, created a plan that meets both the current and future needs of the Camp and was recognized with an award from the Metropolitan Builders and Contractors Association of NJ.

Traffic & Transportation Engineering
Station Road – Old Bethlehem Pike Roundabout

Richland Township, Bucks County, PA
This was the first-ever roundabout to be built in the State of Pennsylvania and has reduced accidents significantly at this previously signalized intersection. Station Road, originally a state highway, was “turned back” to Richland Township in order to make vital improvements to this intersection. CEC was brought on board for this traffic engineering project, and the solution we proposed was a roundabout. This roundabout was designed with the approaching roadway entering at a perpendicular angle, which successfully slows traffic within the circle. The center island’s 20-foot wide concrete apron was planned carefully to accommodate larger vehicles without sacrificing curb appeal. The apron was treated with a product that simulates fieldstone to match the old Shaw homestead on the corner. Due to the success of the Station Road Roundabout, the Township has since studied at least two additional roundabouts for future improvements.

Bucks County Administration Building Parking Garage

Carroll Engineering designed a 153-space, two-level parking garage for the Bucks County Justice Complex project. This was part of the third and final phase of this project. The garage was constructed to provide proximate parking for the repurposed Bucks County Administration Building. Our team also provided site and land development services for this project, in addition to the garage design.
