Carroll Engineering Corporation is proud to have been part of the team behind the Freemansburg Main Street Reconstruction Project, which earned the 2025 Lehigh Valley Planning Commission Transportation Award at this year’s LVPC Awards Gala. The recognition highlights the Borough of Freemansburg’s commitment to improving safety, accessibility, and infrastructure, and we are pleased to have contributed engineering services in support of that effort.
As Municipal Engineer, Carroll Engineering provided design, coordination, and construction observation services. Our involvement was led internally by CEC’s Easton Office Manager, Justin Coyle, P.E., SVP, who oversaw the project team and collaborated with the Borough and other partners throughout the process.
CEC’s Contributions to the Project
Our role as Municipal Engineer supported the Borough’s vision to upgrade aging infrastructure and elevate the functionality of the Main Street corridor through improvements that:
- Reconstructed the roadway and pavement to improve safety and traffic flow
- Delivered ADA compliant sidewalks and curb ramps to enhance accessibility
- Installed Belgium block curbing and traffic calming bump-outs for pedestrian protection
- Upgraded the storm sewer system and drainage to reduce flooding and strengthen long-term performance
- Added decorative LED street lighting to improve visibility and support the business district identity
- Provided surveying, utility coordination, and construction observation to maintain standards and continuity throughout the project
These enhancements contributed to a corridor that is safer, more accessible, better aligned with the needs of the community.
